L’Italia è presente in Antartide dal 1985, con un programma nazionale, il Programma Nazionale di Ricerche in Antartide, proposto dalla Commissione Scientifica Nazionale per l’Antartide, CSNA, e finanziato dal Ministero dell’Università e della Ricerca.
Grazie ai finanziamenti messi a disposizione, l’Italia ha potuto costruire due basi logistiche, la stazione Mario Zucchelli, aperta soltanto durante l’estate australe, da novembre a marzo, e la stazione Concordia, gestita insieme alla Francia, che invece è aperta tutto l’anno.
Le stazioni ospitano i tecnici e i ricercatori che partecipano alle campagne, organizzate dal PNRA, a cadenza annuale, per consentire ai nostri tanti ricercatori di svolgere attività di ricerca scientifica e tecnologica in Antartide.
Nell’ambito del PNRA, l’ENEA, l’Agenzia nazionale per le nuove tecnologie, l’energia e lo sviluppo economico sostenibile, è l’Ente incaricato di coordinare le attività logistiche, attività che svolge attraverso una sua Unità Tecnica, l’Unità Tecnica Antartide. Il coordinamento delle attività scientifiche è invece affidato al CNR, il Consiglio Nazionale delle Ricerche.
Anche il Ministero della Difesa contribuisce alla realizzazione del Programma, garantendo la partecipazione alle campagne di personale logistico delle Forze Armate italiane.
Ogni anno sono circa 300 i ricercatori italiani, selezionati tra quelli del CNR, ENEA, Università ed Enti Pubblici italiani, che svolgono a tempo pieno attività di ricerca nell’ambito del programma antartico, e, ogni anno, partono per l’Antartide circa 200 persone tra tecnici e ricercatori.
Il MUR, Ministero dell’Università e della Ricerca, è l’organo istituzionale che finanzia il Programma Nazionale di Ricerche in Antartide.
I finanziamenti messi a disposizione hanno consentito all’Italia di essere presente in Antartide con spedizioni nazionali, organizzate a cadenza annuale dal1985, di costruire due basi logistiche, la Stazione Mario Zucchelli e la Stazione Concordia, quest’ultima gestita insieme alla Francia, e di offrire ai nostri ricercatori la possibilità di essere impegnati in attività di alto valore scientifico inserite anche nell’ambito di collaborazioni internazionali.
Il PNRA è il Programma Nazionale di Ricerche in Antartide. Viene proposto dalla Commissione Scientifica Nazionale per l’Antartide, CSNA, e approvato con decreto del Ministro dell’Università e della Ricerca. Il programma definisce il piano di attività logistiche e scientifiche da svolgere in Antartide nei successivi tre anni dall’approvazione. Se ritenuto necessario, il programma può essere rimodulato ogni anno.
La CSNA è Commissione Scientifica Nazionale per l’Antartide, che ha il compito di definire e proporre al Ministro dell’Università e della Ricerca il programma nazionale di ricerche in Antartide, valutare i progetti scientifici da finanziare e realizzate, acquisire i risultati delle ricerche svolte e elaborare una relazione annuale. La CSNA resta in carica per 4 anni ed è composta da 16 esperti.
Il CNR, Consiglio Nazionale delle Ricerche, è l’Ente incaricato di coordinare le attività scientifiche e di ricerca svolte in Antartide e, d’intesa con il Miur e la Csna, provvede alla diffusione dei risultati e alla gestione dei dati scientifici. Il CNR svolge questa attività attraverso il Comitato per la Ricerca Polare, CRP, operante nell’ambito del Dipartimento di Scienze del Sistema Terra e Tecnologie per l’Ambiente, CNR-DSSTTA.
L’ENEA, Agenzia nazionale per le nuove tecnologie, l’energia e lo sviluppo economico sostenibile, è l’Ente incaricato di coordinare le attività logistiche. Organizza e attua le spedizioni, e gestisce le infrastrutture presenti in Antartide.
L’ENEA svolge i suoi compiti attraverso una sua Unità Tecnica, l’Unità Tecnica Antartide, composta da 45 persone tra tecnici, ricercatori e amministrativi.
