Il PNRA è il Programma Nazionale di Ricerche in Antartide.
Istituito nel 1985, in seguito all’adesione dell’Italia al trattato Antartico, il PNRA definisce e coordina il piano delle attività logistiche e scientifiche da svolgere in Antartide ogni anno.
Ogni anno, grazie al PNRA, l’Italia organizza una spedizione, per permettere a tecnici e ricercatori di raggiungere il continente antartico e di svolgere attività di alto valore scientifico.
Oggi, il PNRA è regolamentato dal decreto 20 luglio 2022, n. 170 che ha apportato alcune modifiche e integrazioni al precedente.
La programmazione delle attività da svolgere in Antartide avviene su base triennale. Il piano triennale di attività, che definisce gli obiettivi, gli indirizzi e la programmazione scientifica delle attività italiane in Antartide, è definito dalla CSNA (Commissione Scientifica Nazionale per l’Antartide). Se necessario, il piano triennale può essere rimodulato ogni anno.
Gli enti attuatori del PNRA sono l’ENEA (Agenzia nazionale per le nuove tecnologie, l’energia e lo sviluppo economico sostenibile), il CNR (Consiglio Nazionale delle Ricerche) e l’OGS (Istituto Nazionale di Oceanografia e di Geofisica Sperimentale).
All’ENEA è affidata la pianificazione e l’organizzazione logistica delle attività presso per le stazioni antartiche; al CNR il coordinamento delle attività scientifiche; e all’OGS la gestione tecnica e scientifica della nave rompighiaccio Laura Bassi.
Anche alcuni Ministeri sono coinvolti nella realizzazione del Programma: il Ministero degli Affari Esteri (MAE) coordina la presenza dell’Italia alle riunioni del Trattato Antartico e tiene i rapporti formali con la Segreteria dello stesso.
