Posizionata vicino alla costa lambita dalle acque dell’area marina protetta più grande al mondo, il mare di Ross, e a pochi chilometri di distanza da ben quattro aree protette, la stazione Mario Zucchelli, con il suo team di ricercatori e tecnici, vanta un impegno in prima linea nella difesa e nello studio dell’ambiente antartico.
• Chiediamo alla dott.ssa Carla Ubaldi, ricercatrice ENEA, Environmental Officer italiana in Antartide, di spiegarci come mai sono state istituite delle aree protette in un continente come l’Antartide, che di per sé è già un ambiente protetto, e di raccontarci cosa fa l’Italia e il PNRA per proteggere e conservare questo continente unico nel suo genere.
L’Antartide è enorme laboratorio naturale a disposizione di tutta l’umanità. Amiamo dire che non è di nessuno ma è di tutti. Infatti, il continente antartico non è soggetto alla sovranità di alcuno Stato ed è gestito attraverso il sistema del Trattato Antartico: un sistema di accordi multilaterali che comprendono il Trattato Antartico del 1959, il Protocollo di Madrid del 1991 sulla Protezione Ambientale, la Convenzione di Londra del 1972 per la conservazione delle Foche in Antartide e la Convenzione di Canberra del 1980 sulla Conservazione delle Risorse Marine Viventi in Antartide;
Il Trattato Antartico ha sospeso le rivendicazioni territoriali e l’utilizzo delle risorse Antartiche per scopi commerciali. Il Protocollo sulla Protezione Ambientale, accordo particolarmente importante, ha trasformato l’intera area a sud dei 60 gradi di latitudine sud del pianeta, in una “riserva naturale dedicata alla pace e alla scienza”. Con la firma del protocollo di Madrid è stato vietato per almeno 50 anni ogni forma di sfruttamento minerario e imposto a tutte le nazioni che operano in Antartide di adoperarsi per la conservazione della fauna e flora locale, di gestire in autonomia i rifiuti prodotti e di valutare l’impatto ambientale delle proprie attività. E questo è ciò che anche noi italiani ci siamo impegnati a fare e cerchiamo di fare al meglio.
Il Protocollo di Madrid ha anche istituito il Comitato per la Protezione Ambientale (CEP), di cui l’ing. Roberta Mecozzi dell’ENEA è la rappresentante per l’Italia, il cui scopo è fornire pareri e raccomandazioni alle Parti al Trattato Antartico, per quanto concerne l’implementazione del Protocollo. Per poter portare avanti le attività in conformità con queste regole è stata creata la figura dell’Environmental Officer, di cui invece Lei, dottoressa Ubaldi, è l’incaricato italiano. Ci spieghi un po’ meglio cosa sono e di cosa si occupa.
Il CEP è formato da un gruppo di esperti in materia ambientale che rappresentano tutti gli Stati firmatari. Il suo compito più importante è quello di individuare e proporre le azioni da mettere in atto per contrastare l’impatto delle attività dell’uomo sul continente antartico. All’ Environmental Officer spetta il compito di valutare e gestire gli accessi nelle aree protette e garantire la giusta applicazione dei piani di gestione di queste aree, nonché di verificare in campo che le attività vengano svolte nel rispetto delle regole.
Come mai, su un continente già protetto dai trattati è stato necessario proteggere ulteriormente alcune aree?
Il continente antartico non ha abitanti stabili perché il suo clima è decisamente inospitale, ma come sapete ospita molte basi nazionali di ricerca, dove ricercatori e tecnici lavorano, raggiungendo picchi di oltre 5000 presenze. Negli ultimi anni sono aumentati anche i turisti. Nel 2019 ne sono stati contati oltre 55.000. Sono persone che stazionano in Antartide soltanto per pochi giorni, ma sono comunque un numero importante. L’aumento delle presenze e delle attività svolte sul continente, ha avuto come conseguenza una pressione sull’ambiente, tale che abbiamo dovuto porci il problema di dover controllare e difendere ulteriormente alcuni habitat particolari. Parliamo di siti con eccezionali valori ambientali, scientifici, storici ed estetici, che abbiamo deciso di mantenere inviolati dalle interferenze umane in modo da conservarli integri, e avere in futuro la possibilità di confrontarli con località che invece sono state interessate dalle attività degli uomini.
Sono le Aree Antartiche Specialmente Protette (ASPA) e le Aree Antartiche Specialmente Gestite (ASMA). Attualmente sono state individuate 72 ASPA e 6 ASMA. A queste si aggiunge l’Area Marina Protetta del Mare di Ross.
Sul continente la fauna è protetta, ma il mare che circonda l’Antartide è molto pescoso, e la pesca commerciale, soprattutto di Krill, è molto intensa. Su questi piccolissimi crostacei si regge quasi tutta la catena alimentare antartica. E’ infatti il nutrimento per balene, foche, pinguini e uccelli di mare.
Per evitare che ne venga pescato troppo e troppo in fretta mettendo in pericolo molte specie, il mare di Ross è stato trasformato in un parco marino. Dal 2017 è l’Area Marina Protetta più grande del pianeta e la prima in acque internazionali. E’ più grande di Italia, Francia e Spagna messe assieme. Dei suoi 1,55 milioni di chilometri quadrati, ben 1,1 sono “zona di protezione generale”, con divieto assoluto di pesca.
Questo non significa che non si potrà più pescare in questa parte del mare Antartico, ma che le navi saranno tenute lontane dai luoghi ecologicamente più sensibili. La pesca è ammessa esclusivamente a scopo di ricerca, per monitorare la salute dell’ecosistema e confrontarlo con altre aree al di fuori di essa, dove la pesca è invece consentita. E’ un vero e proprio laboratorio a cielo aperto per studiare anche l’effetto dei cambiamenti climatici.
Ma nelle aree protette, l’accesso è interdetto completamente?
No, non è completamente vietato. E’ rigidamente regolamentato.
L’accesso in queste aree può avvenire solo per necessità scientifiche o di gestione, e deve essere preventivamente autorizzato. E’ necessario chiedere il permesso all’autorità competente della nazione di appartenenza, che ne controlla gli accessi e si assicura che le attività vengano svolte nel rispetto del Piano di Gestione dell’area. Per l’Italia io svolgo questo ruolo in qualità di Environmental Officer.
Generalmente sono gli Stati che propongono l’istituzione delle aree protette e noi ne abbiamo proposte e fatte istituire 4 e una è in fase di approvazione. Tutte si trovano a poca distanza dalla stazione Mario Zucchelli, sono le:
ASPA 161 -Terra Nova Bay: è un’area marina a pochi chilometri da MZS, di fronte alla baia di Adelie Cove, dove risiede una colonia di pinguini di Adelia. E’ un sito con una elevata biodiversità, molto importante per gli studi scientifici di ecologia marina di lungo periodo. Va protetta perché rischia la contaminazione e lo spopolamento per eccessivo prelievo di campioni scientifici.
ASPA 165 – Edmonson point: si trova a circa 50 km a nord di MZS, è un’area costiera ai piedi del Monte Melbourne, non coperta da ghiaccio, ma ricca di acqua sotto forma di pozze e laghetti che permettono lo sviluppo di muschi e licheni. Il sito ospita una colonia di pinguini di Adelia e una colonia di skua. E’ un sito ideale per lo studio dell’impatto dei cambiamenti climatici sugli ecosistemi terrestri. I ricercatori italiani lo studiano da oltre 20 anni. Risente quindi di un certo impatto antropico. All’interno è stata designata una zona ristretta, “Restricted zone”, dove anche le attività di ricerca sono limitate al minimo, con l’intento di conservare il suo valore ecologico per il futuro.
ASPA 173 – Cape Washington and Silverfish Bay: Si trova a circa 15 km a nord di MZS, è un’area prevalentemente marina ed ospita sul pack marino una delle più grandi colonie di pinguini Imperatore. Vi si trova anche la prima area documentata di deposizione e schiusa di uova del Silverfish antartico. Per questo è necessario ridurre al minimo la pressione antropica che può subire dalle vicine basi di ricerca e dal turismo.

Queste aree geotermiche sono particolarmente sensibili alla contaminazione da parte di specie aliene e richiedono una protezione particolare.
La quinta ASPA è stata proposta recentemente da Italia, Repubblica di Corea e Cina, e sarà probabilmente approvata durante il prossimo Forum delle Parti Consultive del Trattato Antartico che si terrà a giugno 2021. Si trova ad Inexpressible Island, circa 30 km a sud della stazione Mario Zucchelli, ed ospita una delle più antiche colonie di pinguini di Adelia del continente. Il valore scientifico dell’area va protetto dalla pressione antropica, in aumento soprattutto in seguito alla costruzione della nuova stazione cinese, a soli 3,5 km dalla pinguinaia.
Inoltre, come sapete, la stazione Mario Zucchelli si trova sulla costa, all’interno dell’area marina protetta del mare di Ross, e insieme a Stati Uniti e Nuova Zelanda siamo coinvolti in prima linea nella ricerca oceanografica e nel monitoraggio di questa importante area.
Avere una stazione in un luogo così privilegiato cosa comporta?
Noi cerchiamo di lavorare sempre nel pieno rispetto dell’ambiente, e anche nella gestione della stazione Mario Zucchelli abbiamo un’attenzione particolare.
Siamo da sempre molto attenti a rispettare le linee guida del Protocollo sulla Protezione Ambientale. Nella Base MZS da più di 20 anni portiamo avanti un piano di monitoraggio dell’ambiente. Controlliamo il funzionamento del depuratore delle acque (la base nacque da subito con un sistema di depurazione delle acque quando all’epoca la maggioranza delle stazioni non ne aveva), con analisi chimiche e batteriologiche giornaliere, e misuriamo i livelli di contaminazione del suolo e del particolato atmosferico. Ma non solo. Nella stazione è in atto un processo che mira ad aumentare il contributo energetico delle fonti rinnovabili, per ridurre al minimo il consumo di combustibili fossili e l’inquinamento ambientale. Abbiamo iniziato nel 2017 con l’istallazione della prima turbina eolica ad asse verticale, seguita poi dalla costruzione di un impianto fotovoltaico. Ad oggi possiamo vantare 3 turbine eoliche e 380 m2 di superficie coperta da pannelli, ma è solo l’inizio.
Da qualche anno sono inoltre in corso anche lavori di ammodernamento della stazione. E’ in attività da 36 anni, ed è dunque bisognosa di sempre maggiore attenzione per poter restare al passo con i tempi. Abbiamo rinnovato completamente i laboratori e le camere della zona notte ed è stato ampliato il locale mensa e le aree di ristoro. La ristrutturazione ha riguardato non solo la sostituzione completa degli arredi, ma anche la sostituzione delle porte, degli infissi e del pavimento, il rifacimento degli impianti elettrici e idrici, di quelli di rilevazione incendio e anche dei cablaggi della rete dati. Naturalmente tutti i lavori sono stati progettati ed eseguiti in un’ottica di riqualificazione energetica, scegliendo soluzioni tecniche e materiali energeticamente efficienti, per ridurre i consumi energetici della stazione.

Plastica, vetro e metalli, dopo essere stati raccolti in modo differenziato, vengono catalogati e caricati su container per essere riportati in Italia con la nave, insieme ai rifiuti indifferenziati e alle ceneri prodotte dall’inceneritore. Una volta raggiunto il porto italiano, i rifiuti sono smaltiti come previsto dalla nostra normativa e parte di essi inviati alle aziende che li utilizzano come materie prime seconde.
